Italy is hardly known for stable government -- it's had 16 prime ministers in 26 years -- but the collapse of Romano Prodi's coalition is still a disappointment. The polls suggest former leader Silvio Berlusconi would win the election he is calling for; ironically it was Berlusconi who took Italy back to the proportional representation system which has led to 39 different parties now being represented in parliament. But whatever the electoral system, the big problem is that political leaders in Italy lack any genuine desire for reform. This column skilfully employs statistics and news events to justify its criticism.
